Joe I have created 1hr splits for you to look at. As you can see your power drops throughout the ride. The 4th hr is understandable due to riding down hill for a lot of it. But for some reason you didn't manage to hold the same sort of numbers like Texas.

That said this course makes it very difficult for you to settle in to a good rhythm. To many corners and shit roads.
